    Dr. Toa Charm

    Dr. Toa Charm is a distinguished leader and hands-on practitioner in Asia’s innovation and technology sector, with over 30 years of experience driving digital transformation and strategic innovation. Bridging academia and business, he currently serves as Associate Professor and Associate Director of the EMBA Program at CUHK Business School, dedicated to empowering senior executives through a practical, forward-looking curriculum.  

    Dr. Charm previously held senior roles at IBM, Oracle, HSBC, Jardine, and Kingdee, and served as Chief Public Mission Officer of Cyberport, where he successfully built a globally recognized tech ecosystem. Under his leadership, over 1,200 startups from more than 30 countries—including several unicorns—flourished at Cyberport, firmly positioning Hong Kong as an innovation hub. In recognition of his contributions, he received the Distinguished Alumni Award from CityUHK Business School in 2019.

    Remaining deeply involved in the industry, Dr. Charm is Chairman and Chief Advisor to multiple startups and tech ventures across Asia, and serves as an Independent Non-Executive Director of TransUnion. He also advises leading organizations across finance, retail, telecom, logistics, government and public services, including AXA, AIA, Prudential, BEA, Hang Seng Bank, ICBC, CCB, Ricoh, Hip Hing Construction, Chow Tai Fook, Harbour City, Digital Policy Office, Airport Authority, Dept of Health, URA, MTR. The extensive industry engagement keeps Dr. Charm maintaining close ties to evolving market needs and digital disruption.

    Dr. Charm plays a key role in various industry and government advisory bodies. He is the Founding Chairman of the Data & AI Literacy Association, and actively contributes as an advisor to GS1 Hong Kong, the Federation of Hong Kong Industries (FHKI) Startup Committee, the Hong Kong Retail Management Association (HKRMA) Digital Advisory Panel, Business GoVirtual (BGOV), Hong Kong Science Park (as a mentor), and the Cyberport Entrepreneurship Centre.

    He is the author of “Boost Your Digital Power” and a columnist for the Hong Kong Economic Journal, where he promotes innovation and technology trends and applications. Dr. Charm holds a Doctor of Business Administration from CityUHK, a Fellow of Hong Kong Institute of Marketing and has completed executive training at Harvard, MIT, Stanford, Oxford, and UC Berkeley—making him a visionary force in advancing Asia’s digital economy.

    Dr. Lau is engaged in intellectual property professional services and was the Manager of the Intellectual Property Centre of the Federation of Hong Kong Industries before he incorporated of Hong Kong Intellectual Property Advisory Service Limited.

    Dr. Lau has been practicing law for over 35 years, mainly in the field of civil litigation.

    Dr. Lau has served in the Supreme Court of the Judiciary of the Hong Kong Government since 1983 and joined the Hong Kong legal services industry in 1989. He qualified as a Hong Kong Legal Executive in 1993 and is entitled to appear before Masters in accordance with the Practice Directions of the High Court, and is mainly responsible for civil litigation proceedings in the areas of civil debt claims, company liquidation, personal bankruptcy, family matters, succession, land disputes, commercial and arbitration, labor disputes, and intellectual property rights.

    In 2005, Dr. Lau joined the Federation of Hong Kong Industries (FHKI), one of the four major chambers of commerce in Hong Kong, as Manager of the Intellectual Property Center. In the same year, Dr. Lau was appointed as China Commercial Advisor (IP) of the Hong Kong Trade Development Council, and Specialist Advisor (IP) of the Trade and Industry Department of the Government of the Hong Kong Special Administrative Region (HKSAR) until now.

    In 2013, he set up Intellectual Property Advisory Service Limited to provide IP consultancy, training, management strategy, cross boarder IP mediation and litigation case management to enterprises.

    Appointed by the Trade and Industry Department of the HKSAR Government in 2014 as a member of the SME Customer Liaison Group (CLG), and has been the Chairman of the CLG until its expiry in 2020.

    Dr Lau is Founding Vice President of the Institute of Professional Mediators in 2014, Mediator, Assessor and Trainer and he also is Founding Vice President of the Macau Institute of Professional Mediators in 2021, Mediator, Assessor and Trainer.

    He is also recognized for his remarkable performance in the community service and has been awarded “the 2015 HKSAR Chief Executive’s Commendation for Community Service” in the area of intellectual property (IP).

    Dr. Lau graduated from the University of Macau with a Bachelor’s Degree in Social Science. Dr. Lau is also a multi-degree holder in law which includes LL.B – Peking University; LL.B (Hons) and LL.M (Chinese and Comparative Law)(credit) – City University of Hong Kong and Ph.D (Competition Law) – China University of Political Science and Law.

    Yuan Xu is an associate professor in the Department of Geography and Resource Management and leads the Environmental Policy and Governance Programme in the Institute of Environment, Energy and Sustainability as well as the Center for Uban Innovation in the Hong Kong Institute of Asia-Pacific Studies, The Chinese University of Hong Kong.

    He has published widely on energy and environmental policy, governance and strategy, and technological and industrial development, covering fossil fuels and renewables. He has been the President of the Professional Association for China’s Environment (PACE) since 2022.

    He is also a co-founder and currently the secretary general of the Chinese Association of Environmental and Resource Economists (CAERE). Before joining CUHK in August 2010, he received a Ph.D. degree in public policy from the Woodrow Wilson School of Public and International Affairs, Princeton University and was a postdoctoral research associate in the Industrial Performance Center, Massachusetts Institute of Technology.

    He also holds an M.S. degree in climatology, a B.S. degree in atmospheric sciences and a bachelor’s degree in economics, all from Peking University.

This program positions SMEs as key players in advancing Hong Kong’s carbon neutrality goals and shaping a greener business ecosystem.

    Scaling the Circular Economy with Digital Trust

    The ESG SphereTM, built on the ASTRON national blockchain network, is a transformative platform for advancing circular economy practices, including recycling, reuse, repair, and refurbishment. Developed in partnership with the China Academy of Information and Communications Technology (CAICT) and Certizen Technology, the platform ensures transparency and accountability in sustainability reporting. By linking ESG data to secure digital identities, such as Legal Entity Identifiers (LEIs), businesses achieve compliance with global standards while fostering trust across industries.

    Pioneering Technology-Driven Solutions

    Our Association champions innovation that creates transparency and value. We develop and support platforms like the Green Fintech for Clothing Recycling project funded by Cyberport and FSDC, this Proof of Concept project demonstrated how technology can transform textile recycling. In collaboration with Friends of the Earth (HK) and Carbon Wallet, this project tackles inefficiencies in Hong Kong’s recycling ecosystem through IoT-enabled smart scales
    Meanwhile, this effort is pioneering in capturing and measuring the product’s ‘End-of-Life to Grave’ carbon reduction is feasible and a valuable proposition to commercial application. Case in point is Johnny’s Group (JSG) where they have driven a successful end-of-life carbon traceability use-case.

    🌍 To build environmental awareness from a young age, ESG Development Association (ESGDA) and Vitality Living Asia (VLA) are launching “Energy-Saving Superheroes In Action: Hong Kong Primary Students Coloring Competition 2025”!👦👧

    We invite students to express their vision of sustainable living through creativity and depict their own “energy-saving hero🦸🏻”.

    🏆 Highlights:
    ✅ Coloring template is designed by local disabled artist Apple Tong.
    ✅ Winning artworks will be exhibited at VLA 2026 (Jan 24, HKCEC).
